Alameda County Water District brackish groundwater desalination facility, funded in the 2005 (first) grant cycle.


DWR will be seeking grant proposals in early 2013 for desalination projects to support brackish water and seawater desalination as a water supply or quality option. DWR has prepared a draft Proposal Solicitation Package (PSP) which describes the grant application process for potential grant applicants. A draft version of the PSP is now available for review and comment.

Grants will be funded by Proposition 50, the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 (California Water Code Section 79500 et seq.). This is the third (and possibly the final) round of grant funding for desalination projects under Proposition 50. The types of projects to be funded by this third cycle water desalination grants can be one of the following:

  • Construction projects having a completed feasibility study or facility plan, and permitting and design either ready to proceed or already proceeding towards construction of a full-scale desalination treatment or brine disposal facility
  • Pilot study or demonstration project with a completed feasibility study or facility plan to assess one or more components of a specific, planned facility
  • Feasibility study to assess the viability of implementing a brackish groundwater desalination project in a specific area
  • Research project to support permitting agencies in establishing policies and regulatory criteria for water desalination projects and that are not for the purpose of assessing a specific project


DWR is now seeking comments on the draft PSP. DWR intends to release the final PSP in early March. The schedule for the PSP comment period and a tentative schedule for the remainder of the proposal process are:

Draft PSP Public Review

The PSP contains grant application requirements, criteria for review and project selection, and the online application submittal process. DWR is now seeking comments on the draft PSP that is available for public review. There will be two public workshops to present the draft and receive comments. After public comments are received, DWR intends to release the final PSP in early March.

Draft PSP Public Workshops:

Two public workshops will be held during the public review period to receive comments on Draft PSP and to provide information about this PSP, including application requirements, application submittal process, and criteria for review and selection of applications.  The meeting in Sacramento is planned to be available as a webinar.
