Gutierrez
was appointed
Acting Deputy
Director
for Public
Safety and
Security
on January
7, 2008
and has
worked for
the Department
for over
27 years.
Most of
his experience
has been
with the
Division
of Safety
of Dams,
but he has
also worked
on a variety
of assignments
including
the technical
expert for
the Paterno
case and
most recently
the Assistant
Director,
Strategic
Planning
overseeing
the business
operations
of the Department.
David has
worked on
various
national
boards and
committees
to improve
dam safety
and is currently
on the Board
of Directors
for the
Association
of State
Dam Safety
Officials.
He is a
registered
Civil and
Geotechnical
Professional
Engineer
in the State
of California.
David received
his Bachelor
of Science
in Civil
Engineering
from California
State University,
Sacramento
and his
Master of
Science
in Civil
Engineering
specializing
in geotechnical
and hydrologic
engineering
also from
California
State University,
Sacramento.
