December 16, 2011 - Modified AB 1788 Proposed Regulations, Notice for 15 Day Comment Period

Department staff has modified the Assembly Bill 1788 Proposed Regulations that update existing regulations located in Division 2, Chapter 4.5, Sections 570 - 576 of the California Code of Regulations. The Department is implementing, interpreting, and making specific Water Code Section 12582.7, 12585.7, and 12585.9. The Regulations encourage local sponsors to meet desired objectives as an opportunity to increase State cost-sharing percentage on flood projects. The goal is to provide regulations that are understandable, equitable and obtainable for the sponsors. In compliance with the rulemaking procedures in the Administrative Procedure Act (Government Code § 11340 et seq.), a 15-day opportunity to submit written, faxed, or email comments on all or any part of a proposed rulemaking action starts on December 16, 2011 and ends on December 31, 2011. A link to the Notice of Modifications to Text of Proposed Regulations and the Modified Text of Proposed Regulations is mailed to those who have asked to be on the agency's notice mailing list, and is also provided below.

November 15, 2011 - Local Levee Assistance Program - Final Guidelines and Proposal Solicitation Package Released – Proposals Sought for FY 2011-2012

In November 2006, California voters approved Proposition 84, which is a bond measure intended for a wide variety of uses such as water safety projects. In 2008, the Local Levee Assistance Program (LLAP) solicited for levee project applications and awarded 12 grants.

The 2011 Solicitation is now open and applications are being accepted for new grants based on the 2011 Guidelines and the 2011 Proposal Solicitation Package (PSP). Public workshops were held by program staff to present information on how to apply and answer questions. During the course of the open application period LLAP has received a large number of inquiries regarding eligibility criteria and application submission. We have collected these questions and created a Response to Questions document. If a question was not addressed in this document please feel free to contact our program using the information below.

The Notice of Proposed Rulemaking is published in the California Regulatory Notice Register, which may be accessed online at http://www.oal.ca.gov/California_Regulatory_Notice_Online.htm. A link to the Notice of Proposed Rulemaking is mailed to those who have asked to be on the agency's notice mailing list, and is also provided below. Two public hearings are scheduled for the end of the comment period, at which time, the public may comment on the proposal orally and/or in writing.
