The comment period for the draft List of Approved Projects has now closed. A final List of Approved Projects will be released in early 2016.



October 21, 2015 - Draft List of Approved Projects – Notice of Public Comment Period
In November 2006, California voters approved Proposition 84, which is a bond measure intended for a wide variety of uses such as water safety projects. In 2008 and 2011, the Local Levee Assistance Program (LLAP) solicited for levee project applications and awarded 61 grants. In 2015 the LLAP held a Project Solicitation Period and received 13 applications requesting over $15 million in funding. Those applications have been reviewed, scored, and ranked according to the LLAP Program Guidelines available on this webpage.

LLAP has released the draft List of Approved Projects for public review and comment. Members of the public are encouraged to submit written or emailed comments to the program contact between October 21-November 21, 2015. The Department will consider and incorporate appropriate comments received during this public comment period into a final List of Approved Projects.

Comments are due to the program contact by 5:00 pm on November 21, 2015.

March 17, 2015 – Local Levee Assistance Program – 2014 Proposal Solicitation Period Has Closed

The 2014 Local Levee Assistance Program Solicitation Period has now ended and applications are being evaluated. The Department anticipates releasing a draft list of approved projects for public comment in fall 2015. (Note: updated October 2015).



December 17, 2014 - Local Levee Assistance Program - Proposal Solicitation Package Released – Proposals Sought for FY 2014-2015

In November 2006, California voters approved Proposition 84, which is a bond measure intended for a wide variety of uses such as water safety projects. The Local Levee Assistance Program (LLAP) was created to help fund projects implemented by flood management agencies, mainly outside of the Sacramento-San Joaquin Delta. In 2011, LLAP solicited for levee project applications and awarded 38 grants.

The 2014 Solicitation is now open and applications are being accepted for new grants based on the 2011 Guidelines and the 2014 Proposal Solicitation Package (PSP). Applications can be completed online using the GRaNTS/BMS system by going to https://grants.water.ca.gov/ and selecting the “LLAP PSP 2014-2015” application. The following forms will need to be completed as part of the application:

December 10, 2012 - Local Levee Assistance Program - 38 Projects Awarded Funding

The Department of Water Resources (DWR) is pleased to announce the release of the Local Levee Assistance Program's (LLAP) final list of approved projects. The final list of approved projects was developed by carefully reviewing all project applications received during the 2011 program solicitation period and all comments received during the 30-day public comment period. Thirty-eight projects were selected from the 49 applications received in 2011; the selected projects will receive nearly $50 million in grant funding.

In November 2006, California voters approved Proposition 84, which was a bond measure intended for a wide variety of uses such as water safety projects. The Local Levee Assistance Program (LLAP) provides funding for projects to immediately repair and improve critically-damaged local levees, evaluate levee stability and levee seepage and underseepage, and to perform design or alternatives analysis. Local levees are not part of the State Plan of Flood Control for the Central Valley and are not located within the Sacramento-San Joaquin Delta. In 2008, the LLAP solicited for levee project applications and awarded 12 grants. Then in 2011, the LLAP solicited for a second round of projects and received 49 applications requesting more than $80 million in funding.

December 16, 2011 - Modified AB 1788 Proposed Regulations, Notice for 15 Day Comment Period

Department staff has modified the Assembly Bill 1788 Proposed Regulations that update existing regulations located in Division 2, Chapter 4.5, Sections 570 - 576 of the California Code of Regulations. The Department is implementing, interpreting, and making specific Water Code Section 12582.7, 12585.7, and 12585.9. The Regulations encourage local sponsors to meet desired objectives as an opportunity to increase State cost-sharing percentage on flood projects. The goal is to provide regulations that are understandable, equitable and obtainable for the sponsors. In compliance with the rulemaking procedures in the Administrative Procedure Act (Government Code § 11340 et seq.), a 15-day opportunity to submit written, faxed, or email comments on all or any part of a proposed rulemaking action starts on December 16, 2011 and ends on December 31, 2011. A link to the Notice of Modifications to Text of Proposed Regulations and the Modified Text of Proposed Regulations is mailed to those who have asked to be on the agency's notice mailing list, and is also provided below.
