GSA Withdrawals and Opt-Out Notices

SGMA outlines a process for local agencies to follow when deciding to become a GSA, and also provides requirements that must be followed if a local agency decides to opt-out of its existing or presumed GSA role. The table below is a compilation of local agencies and GSAs that have either withdrawn a posted GSA formation notice or opted out of the role as an exclusive local agency or presumed GSA.

The following is a list of local agencies or GSAs that have decided to do one of the following:

  • Opt out of being the exclusive groundwater management agency within its statutory boundaries. (Water Code §10723(c))
  • Completely withdraw from being a GSA in a basin. (Water Code §10723.8(e))
  • As a county, withdraw from being the presumed GSA for the unmanaged areas of a basin. (Water Code §10724)

The table below also lists local agencies or GSAs that have withdrawn or modified a posted notice in order to resolve the jurisdictional overlap that resulted when two or more local agencies decided to become separate GSAs within the same area of a basin. (Water Code §10723.8(c)).This information is now being tracked using the SGMA Portal which is available here.
