The Department of Water Resources (DWR) has developed a web-based application to assist local agencies and other interested parties in evaluating Economically Distressed Area (EDA) status throughout the State, using the definition specified under the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) Economically Distressed Area Instructions.
Please find the attached Economically Distressed Area Instructions for requesting and submitting as an economically distressed area with your respective State grant or loan program(s):

The EDA Mapping Tool is an interactive map application that allows users to overlay numerous Geographic Information Systems (GIS) layers onto a map of California, to assist with evaluating EDA status. Other GIS layers relevant to the IRWM Grant Program are also shown on the map. All GIS layers can be toggled on and off while varying each layer's transparency. Each map layer includes a brief description and a location or source where the user can find additional information regarding that layer.
Note: DWR’s Economically Distressed Area Instructions and Mapping Tool works in conjunction with all other State grant or loan programs as specified under Proposition 1. Prospective applicants should read the Instructions, the Mapping Tool information provided here and within the Tool itself (at link below), and the appropriate state grant or loan program guidelines for which to apply to ensure that the submittal will meet the economically distressed area and specific grant program requirements.

This application provides a graphic representation of EDA data and IRWM Grant Program related boundaries and is intended for informational purposes only. The boundaries shown are not definitive and do not establish legal rights or define legal boundaries.

The EDA Mapping Tool functions in the most recent version of Internet Explorer, Mozilla Firefox, and Google Chrome; however, Chrome may provide the best user experience. For questions or more information about the map interface, please visit the Planning Tool Help Page. Note: The general help page provides an image that highlights general map functionality. While the specific example shows a different web application (DWR'S Water Management Planning Tool) the tool functionality shown remains the same.
- The application does not function in Internet Explorer 8 or earlier.
- The search feature does not function in Internet Explorer 9.
- Transparency occasionally doubles in Internet Explorer 9. If you are having trouble with the transparency, pan the map view and this should correct the issue.
