Integrated Regional Water Management Grants

Stormwater Flood Management Grants

Stormwater Flood Management Grants are designed for projects that manage stormwater runoff to reduce flooding and are ready, or nearly ready, to proceed to implementation. Projects must be consistent with applicable Regional Water Quality Control Board Basin Plans, not be part of the State Plan of Flood Control and yield multiple benefits which may include groundwater recharge, water quality improvements, ecosystem restoration benefits, and reduction of instream erosion and sedimentation.

Applicants seeking to apply for an IRWM Stormwater Flood Management Grants (SWFM) will need to have engaged in the IRWM Planning process, and adhere to both the Guidelines and appropriate Proposal Solicitation Package (PSP) relevant to the current funding. Information relating to the SWFM Grant Program, including the current PSP, are provided below. Proposition 1E Stormwater Flood Management Grant

DWR's IRWM Grant Program is designed to encourage integrated regional management of water resources, including flood management, and provide funding for projects that support integrated water management planning and implementation. This PSP works in conjunction with IRWM Grant Program Guidelines to disburse this first round of SWFM grant funding under the Disaster Preparedness and Flood Prevention Bond Act of 2006 (Proposition 1E).

Round 1 Final Awards

Twenty-one proposals are awarded a total of $177,676,789. The following table and map illustrate these awards. Through these awards, DWR has met three of the four funding targets identified in SBx2-1 and SB855. Seismic safety target ($100 million) identified in SBx2-1 was not met. DWR received a limited number of qualified seismic proposals, all of which received grant awards. The remaining balance for seismic projects is approximately $45 million.

Proposal Solicitation Package

On Friday April 15, 2011, DWR's IRWM Program received 41 grant applications for the Prop 1E Stormwater Flood Management Round 1 solicitation requesting approximately $265M with a total project cost of $599M. The attached table includes details on all 41 applications.
