| DWR Announces ‘Catch A Special Thrill’ for Kids Event in Sacramento-San Joaquin Delta SACRAMENTO – Disabled and disadvantaged youth will enjoy a day of outdoor adventure June 15 in the first “Catch a Special Thrill” (C.A.S.T.) fishing event held in the Sacramento-San Joaquin Delta. Thirty-four area children and young adults will meet at Brannan Island State Recreation Area in Sacramento County for a morning of fishing on Delta waters with top boaters and anglers. | State Water Contract Negotiations Set to Start SACRAMENTO – The Department of Water Resources (DWR) will begin negotiations in a public forum with State Water Project (SWP) contractors to develop contract amendments to extend the term and change certain financial provisions of their water supply contracts. The first negotiation session is scheduled for May 1, 2013. Negotiations are expected to last at least three months. An environmental review process, under the California Environmental Quality Act, will follow with opportunity for additional public participation. | Workshop on Improving Drought Prediction Scheduled April 29-May 1 in San Diego SACRAMENTO – The Department of Water Resources (DWR) is co-sponsoring a workshop with the Western States Water Council, in coordination with the Western Governors’ Association, on improving drought prediction at seasonal to inter-annual timescales. | Millions of People and Billions of Property at Risk for Flooding in California APRIL 3, 2013; SACRAMENTO, CA – Reducing California’s future flood risk will require unprecedented cooperation and alignment among public agencies and a commitment to developing stable funding mechanisms, according to a draft report released today by the California Department of Water Resources (DWR) and U.S. Army Corps of Engineers (USACE). California’s Flood Future: Recommendations for Managing California’s Flood Risk reports that $580 billion in assets are exposed to flood risk throughout the state, and 7 million Californians live in a floodplain. | Snow Survey Dramatically Shows Dry Conditions SACRAMENTO – Snow surveyors today reported that water content in California’s snowpack is only 52 percent of normal, with the spring melt season already under way. “With most of the wet season behind us, this is more gloomy news for our summer water supply,” said DWR Director Mark Cowin. After a record dry January and February in much of the state, DWR on Friday decreased its water delivery estimate, or allocation, from 40 to 35 percent of requested amounts from the State Water Project (SWP). The 29 public agencies that purchase SWP water requested just over four million acre-feet of water for this calendar year. | Season’s Fourth Snow Survey Scheduled for Thursday SACRAMENTO – The Department of Water Resources (DWR) will conduct the season’s next-to-last snow survey this Thursday, March 28. It is expected that the manual measurements will confirm electronic readings showing that snowpack water content is well below normal for the date. Remote sensors today indicate that statewide, snowpack water content is 54 percent of average for the date. That is also 54 percent of the average April 1 reading when the snowpack normally is at its peak before the spring melt. The snowpack normally provides about a third of California’s water as it melts into streams, reservoirs and aquifers in spring and early summer. | DWR Decreases Water Delivery Estimate SACRAMENTO – The Department of Water Resources (DWR) today decreased this year’s water delivery estimate from 40 to 35 percent of requested State Water Project water. The reduced allocation is due primarily to a record dry January and February in Northern California, where key reservoirs capture water to supply millions of Californians. Weather so far in March also has been relatively dry. California normally receives more than 90 percent of its rain and snow from December through April. Pumping restrictions this winter in the Sacramento-San Joaquin Delta to protect salmon and Delta smelt also limit the ability of DWR to meet requests for State Water Project (SWP) supplies. | Third 2013 Snow Survey Shows Continuing Dry Conditions SACRAMENTO -- Snow surveyors today confirmed that water content in the mountain snowpack is well below normal for the date. The snowpack hasn’t actually lost much water content since the season’s first survey on January 2, when it was 134 percent of normal for that date, but it hasn’t continued to build as winter has deepened because of the continuing warm weather that set in after the storms of late November and early December. In other words, the snowpack has not kept pace with the calendar. As a result, today’s snowpack water content is only 66 percent of average for this time of year, and only 57 percent of the average April 1 reading, when the snowpack normally is at its peak before beginning to melt into the state’s streams, reservoirs and aquifers. | Third 2013 Snow Survey Scheduled for February 28 SACRAMENTO – The Department of Water Resources (DWR) will conduct this winter’s third snow survey on Thursday, February 28. It is expected that manual measurements of snowpack water content will corroborate the low electronic readings from remote sensors up and down the state’s mountain ranges. Electronic readings today indicate that statewide, water content in the snowpack is only 68 percent of normal for the date, and 58 percent of the average April 1 measurement when the snowpack is normally at its peak before the spring melt. | DWR to Present Local Groundwater Assistance Grant Applicants SACRAMENTO – The Department of Water Resources (DWR) will present staff rankings of local groundwater assistance grant applications during a February 27 public meeting in Sacramento. The rankings of 98 grant applications will be reviewed with a technical advisory panel (TAP) and the public so that the TAP may formulate funding recommendations to DWR. Approximately $4.7 million in grant funding is available. The grant applicants request a total of $22.3 million. Manual and electronic readings today record the snowpack’s statewide water content at 93 percent of average for this time of year. That is 55 percent of the average April 1 measurement, when the snowpack is normally at its peak before the spring melt. | Second 2013 Snow Survey Scheduled for January 29 SACRAMENTO -- The Department of Water Resources (DW R) will conduct this winter’s second snow survey on January 29. The second snow survey each season is the first comprehensive look at the snowpack in which all snow courses active in the statewide network, approximately 250, are measured manually. In comparison, just 15 to 20 courses typically are manually measured in the initial surveys. The manual surveys – conducted on or about the first of the month from January through May – supplement and check the accuracy of real-time electronic sensors up and down the state’s mountain ranges. One focus of attention on January 29 will be the manual survey scheduled for 11 a.m. off Highway 50 near Echo Summit. | DWR releases draft PSP for up to $10.5 million in grants for desalination projects DWR has released a draft proposal solicitation package (PSP) in preparation for Proposition 50 grants to projects that support brackish and seawater desalination as a local water supply. As much as $10.5 million will be awarded. Two public workshops will be held during the public review period on January 24, 2013 in Chino and January 28, 2013 in Sacramento The workshops are intended to provide information about this PSP, including application requirements, application submittal process, and criteria for review and selection of applications, and to receive comments on Draft PSP.
