David N. Kennedy -- Obituary
David N. Kennedy, director of the State Department of Water Resources from 1983-1998, died in Sacramento on Sunday, December 23. He was 71. The sixth of DWR's nine directors, Kennedy served in that leadership post longer than any other, appointed originally by Governor George Deukmejian and reappointed by Governor Pete Wilson. "California has lost a great water leader and dedicated public servant," said DWR Director Lester Snow. Dave's knowledge of California's water issues was unparalleled and his commitment to efficient and reliable operation of the State Water Project tireless. His efforts have permanently improved water management for all Californians. He will be missed by us all." (12/26/2007)

DWR Gets Record Number of Groundwater Grant Applications
SACRAMENTO – The Department of Water Resources (DWR) has received a record number of applications for the Local Groundwater Assistance (LGA) Grant Program. On December 11, 2007 a total of 122 applications requesting approximately $27.6 million were submitted by local public agencies for this grant program. DWR Director Lester A. Snow commented on the 60% increase in grant requests by saying “local agencies are realizing more and more that effective management of their groundwater resources will be critical to meeting future water needs and protecting water quality. After two years in which there was no funding for this grant program, it is clear that there is great demand for funding to help local public agencies better manage groundwater resources throughout the state." DWR Schedules First Snow Survey of 2007-2008 Season
The California Department of Water Resources (DWR) will conduct its first snow survey of the new winter season at 11 a.m., Thursday, January 3, 2008, near Lake Tahoe. Phillips Station at Highway 50 and Sierra at Tahoe Road, about 90 miles east of Sacramento, is the manual survey location. Reporters and photographers should take snowshoes or cross-country skis and park vehicles along Highway 50. Snow depth and water content figures should be available by noon. The survey will be the first of five monthly measurements that help water supply planners estimate the amount of spring snowmelt runoff into reservoirs. In addition to this single manually measured site, reporters can find the latest real-time estimations of statewide water content posted on the Internet at http://cdec.water.ca.gov/cgi-progs/snow/DLYSWEQ (12/17/2007)

DWR Releases Statement Regarding Wanger Decision
In response to the recent decision made by Judge Wanger on Friday, Dec. 14 to protect endangered Delta smelt, DWR Director Lester Snow said this further validates the fragility and unreliability of the Delta as California's water delivery hub. "It is urgent that we respond to Governor Schwarzenegger's proposals to fix the Delta and our water delivery system, both for the sake of humans and fish and wildlife." (12/17/2007)

DWR Opens Lake Oroville Low Water Launch Ramp
SACRAMENTO -- The Department of Water Resources, in conjunction with the California Department of Parks and Recreation, has opened a temporary low water boating launch site at the Bidwell Canyon Boat Ramp. Because of low water levels at Lake Oroville (currently the lake is only 36 percent of capacity) all of the paved boat ramps have been closed. To provide for boat launching and recovery until the reservoir refills, the low water launch facility was constructed and is ready for use beginning today, December 14, 2007. (12/14/2007)

DWR Announces Appointment of 33 Public Members to Alluvial Fan Task Force
The Department of Water Resources (DWR) today announced the appointment of 33 public members, including five county supervisors, to the Alluvial Fan Task Force. Members of the task force are charged with reviewing alluvial fan flood history to develop a model ordinance that will reduce long-term flood damages and with creating land use guidelines for development on alluvial fans. The task force’s first public meeting will be from 9:30 a.m. to 3 p.m on Friday, Dec. 7, at the Riverside County Flood Control and Water Conservation District, 1995 Market Street, Riverside. DWR to Hold Workshop on FloodSAFE California Contracts
The Department of Water Resources (DWR) will hold a pre-advertisement workshop for prospective FloodSAFE California consultants on Wednesday, December 12. The workshop will take place from 9:30 a.m. to 12 p.m. in the Secretary of State Building Auditorium at 1500 11th Street, Sacramento. DWR staff will present information on upcoming consulting contracts with an emphasis on large-scale planning efforts and the necessary support services expected to be required to conduct the planning. DWR Underwater Topographic Surveys Currently Underway
The California Department of Water Resources (DWR) will begin underwater topographic levee surveys Monday, Dec. 3 to gather data along 111 miles of levee-protected waterways. The surveys are part of DWR’s levee evaluation program to improve flood protection for communities in the Central Valley and will gather data along the Sacramento, American, San Joaquin, and Calaveras Rivers. DWR and State Water Board Announce Round Two of Integrated Regional Water Management Grant Program
On August 1, 2007, the Department of Water Resources (DWR) and the State Water Resources Control Board (State Water Board) received 28 applications for Proposition 50, Round 2 IRWM, Implementation Grants, Step 1 proposals. DWR Reservoirs Aid in Southern California Firefights
The fires and high winds in Southern California have not caused, or are anticipated to cause damage to SWP facilities. This type of activity is transpiring at many State Water Project reservoirs. The high winds have required Department of Water Resources Southern Field Division Operations to be modified at some of our power plants due to significant swaying of power lines. Attached below is a photo of helicopters using the Castaic lower lagoon for the loading of water being used in fire suppression activities. (10/22/2007)

Reclamation and DWR Plan Corrective Actions at B.F. Sisk (San Luis) Dam -- The Bureau of Reclamation and California Department of Water Resources (DWR) are planning corrective actions to strengthen B.F. Sisk Dam (Dam) to reduce the risk of earthquake damage based on recent dam safety evaluations. The Dam, also known as San Luis Dam, is located between Los Banos and Gilroy, California, along Pacheco Pass. It creates San Luis Reservoir, which serves as an off-stream reservoir for the Federal Central Valley Project and the California State Water Project. (10/22/2007)

On October 10, Governor Arnold Schwarzenegger signed six bills into law that will strengthen flood protection for Californians. The South Natomas signing ceremony brought together a diverse group of stakeholders who support the reforms. State and local officials, environmentalists and builders were in attendance. The legislative package will lead to the development of a comprehensive Central Valley Flood Protection Plan. It will also reform the Reclalmation Board to improve efficiency, require cities and counties to increase consideration of flood risks when making land use decisions and create a new standard in flood protection for urban development in the region. Small Water Systems Conference, Sacramento, November 1
California expects drought, yet the ability of small water supply systems to plan for droughts and emergencies is severely limited. Most have no staffs to deal with planning or management issues. Nearly 90 percent of Californias community water systems are small water systems and many are located in lightly populated, rural areas where opportunities for interconnections with another system or water transfers are nonexistent. This one day conference will bring together rural counties and organizations to raise awareness of special problems faced by small systems hardest hit in a drought, and to discuss their needs and the resources available. DWR Director Discusses Efforts to Safeguard California Water Systems from Quagga Mussels
State water officials are taking actions to protect California's State Water Project (SWP) -- and other water resources -- from an invasive species, the Quagga mussel. The mussel can clog water systems, alter food webs in ecosystems and damage boat engines. Thus far, Quagga mussels have not been found in the SWP, though two major Southern California water systems have tested positive for them. (09/10/2007)

Multiple state departments are urging boaters and watercraft users to help stop the spread of Quagga mussels along the Colorado River and into California. Particular waters of interest include Riverside County's Lake Skinner and San Diego County's Lower Otay Reservoir, Lake Dixon, and San Vicente Reservoir, all of which permit recreational access. Water Policy Through a Carbon Lens
Next week there will be a State Water Resources Control Board meeting, cosponsored by DWR, titled "Water Policy through a Carbon Lens." The purpose of the meeting is to discuss the impacts of climate change to water quality and supply and potential greenhouse gas reduction strategies related to water use. The meeting will be held on August 23, 2007 from 9:30 a.m. to 4:30 p.m. in the Coastal Hearing Room located on the second floor of the Cal/EPA Headquarters Building, 1001 "I" Street in Sacramento. Emergency Communication Trailers
DWR has purchased three communication system trailers to improve communication and data transferring capability between the Flood Operations Center, other Department Operations Centers, and Field Incident Command Post(s) during times of emergency. These 8’ x 27’ trailers are outfitted with generators, air/heating systems, satellite phones, Voice Over Internet Protocol (VOIP) lines, two-way radios, faxes, and the ability to enhance cell phone reception. One will be kept at the Joint Operations Center, one at Oroville Field Division, and one at Delta Field Division. Stationed at these strategic locations, the trailers will be readily available for rapid response during floods, State Water Project and other emergencies. They will be ready for operation by October 1, 2007. (07/02/2007)

Air Resources Board Climate Change Presentation
At the June 21, 2007 California Air Resources Board (CARB) meeting in Los Angeles, John Andrew, DWR's Executive Manager for Climate Change Activities, addressed the Board on the topic of the Department's ongoing and planned efforts to mitigate for and adapt to climate change as it relates to both water and flood management. Homeowners with private wells who depend on unreliable fractured rock groundwater sources are among the earliest affected by dry conditions. DWR's exhibit focuses on providing private well owners with basic information regarding their wells and encouraging them to seek preventative maintenance methods that would allow them to manage better during dry conditions. Handout materials will include basic background on groundwater (a USGS publication), DWR's fractured rock groundwater fact sheet, and information on well construction and maintenance, and water conservation. DWR Appeals Delta Pumps Court Order
The Department of Water Resources has appealed an April 18 court order giving it 60 days to shut down its State Water Project export pumps unless it receives authorization from the Department of Fish and Game (DFG) to "take" protected Delta smelt and Chinook salmon. DWR also withdrew its request to DFG for a Consistency Determination that Federal government authorization of the incidental take is consistent with State environmental law. DWR is moving toward a comprehensive fisheries protection plan in conjunction with DFG and the federal government. (05/08/2007)

Dry 2007
The early part of water year 2007 has been unusually dry across much of California. While it is too soon to know how the water year will ultimately turn out, one dry year does not constitute a drought, especially when that dry year follows a wet 2006. California’s last major statewide drought was 1987-92. At a regional level, parts of Southern California experienced a series of consecutive dry years in the late 1990s/early 2000s, with water year 2002 setting records for single driest precipitation year in cities such as Los Angeles and San Diego. Last year, the Governor and Legislature initiated the first phase of a comprehensive Strategic Growth Plan (SGP) to address California’s critical infrastructure needs over the next 20 years. Department of Water Resources Completes Levee Structural Repairs to 19 Additional Sites
These 19 sites are part of the 71 sites the U.S. Army Corps of Engineers announced last fall to be critically damaged and in need of urgent repair because of the high risk to urban areas. DWR, after inspection, found the damage to the sites severe enough to require the Department’s repair team to work into the beginning of the 2007 rain season to enable the levees to withstand this year’s expected winter storms. Twelve of the completed sites are on the Sacramento River in Sacramento, Sutter, Yolo, Solano, Glenn, and Butte counties.
