DWR Announces Snow Survey Results
The Department of Water Resources (DWR) first snow survey of the 2008/2009 winter season indicates snow water content is 76 percent of normal for the date, statewide. This time last year, snow water content was 60 percent of normal statewide.While this year’s water content is higher than last, winter storms arrived late. It is too early to tell whether improved figures will translate into a better water year than the state experienced last year, when winter storms ended early leading to California’s driest spring on record. DWR Schedules First Snow Survey of 2008-2009 Season
The California Department of Water Resources (DWR) will conduct its first snow survey of the new winter season at 11 a.m., Tuesday, December 30, 2008, near Lake Tahoe. Reporters and photographers should take snowshoes or cross-country skis and park vehicles along Highway 50. The survey will be the first of five monthly measurements that help water supply planners estimate the amount of spring snowmelt runoff into reservoirs. (12/29/2008)

DWR Releases Draft Guidelines for IRWM Region Acceptance Process
The Department of Water Resources (DWR) is releasing for public comment draft guidelines for the Integrated Regional Water Management (IRWM) Region Acceptance Process (RAP). DWR Announces Local Groundwater Assistance Grant Awards
DWR has awarded more than $4.3 million in Proposition 84 funds to 25 public agencies through the Local Groundwater Assistance Program. The program helps local agencies throughout California -- particularly during this period of drought -- to perform groundwater studies, monitoring, and management activities. (12/17/2008)

DWR Responds to Delta Smelt Biological Opinion
DWR Director Lester Snow has responded to the new Biological Opinion for Delta smelt released today by the U.S. Fish and Wildlife Service, which DWR estimates will cut State Water Project deliveries in an average year by 20 to 30 percent, and in certain dry years up to 50 percent depending on hydrologic conditions. The restrictions in this new Biological Opinion replace the interim measures put in place by Federal Judge Oliver Wanger in Dec 2007. (12/15/2008)

The forty-fourth edition of “Management of the California State Water Project”—Bulletin 132-06—is now available. Bulletin 132 provides information on water supply planning, construction, financing, management and operations of the State Water Project (SWP). DWR Schedules Delta Levee Flood Control Public Workshop
The Department of Water Resources (DWR) will conduct a public workshop in Walnut Grove on December 9, 2008, regarding draft Interim Guidelines for Delta Levee Special Flood Control Projects. Passage of Propositions 1E and 84 in November, 2006, significantly increased the amount of money available for Delta levee projects. DWR is developing policy and corresponding guidelines for prudent long-term Delta investments. (12/09/2008)

The Department of Water Resources (DWR) is accepting public comment on the Model Water Efficient Landscape Ordinance (California Code of Regulations, Title 23 Section 490) until December 30, 2008. Public Comment Sought for Dutch Slough Restoration Project Draft Environmental Document
The public is invited to comment on the draft environmental impact report for the Dutch Slough restoration project at a public meeting scheduled for Dec. 11 in Oakley. Comments will be incorporated into the final EIR for the Dutch Slough project, which is anticipated to benefit threatened and endangered native fish, and provide recreational benefits including public access through more than four miles of trails and a public park developed by the City of Oakley. Central Valley Flood Protection Board Posts Draft Maps on Website for Public Review and Comment
CVFPB has posted a series of draft boundary maps on their website to help Central Valley cities and counties determine if they're within the boundary of the Sacramento-San Joaquin Drainage District to comply with Assembly Bill 162. Comments will also be used to update these baseline maps. The maps will be posted for a period of 30 days beginning November 17, 2008. CVFPB's website address is: www.cvfpb.ca.gov. (11/18/2008)

DWR Director Responds to Longfin Smelt Decision
Department of Water Resources (DWR) Director Lester A. Snow released a statement after the California Fish and Game Commission implemented take regulations to protect longfin smelt. DWR estimates the emergency regulations have the potential to reduce state and federal water project deliveries up to 1.1 million acre feet, or an additional 17 percent in an average water year. DWR and USGS Begin Salmon Tracking Study in Delta
California Department of Water Resources (DWR) and U.S. Geological Survey (USGS) scientists today began a comprehensive three-month study of salmon migration through the Delta. Data gathered from the study will help agencies better manage the Delta ecosystem while enhancing habitat for salmon and other protected species and providing a scientific foundation for water policy, ecosystem, and salmon fishery decision makers. California Department of Water Resources (DWR) Director Lester A. Snow announced DWR’s first-ever awards for climate science papers at the November 13th Long Beach Climate Change Water Adaptation Summit sponsored by DWR and by the Water Education Foundation. DWR and USGS To Begin Delta Salmon Tracking Experiment
The Department of Water Resources (DWR) and U.S. Geological Survey (USGS) are set to begin the largest-ever environmental experiment to track juvenile salmon in the Delta. Beginning Friday, November 14, DWR and USGS scientists will release the first of 6,000 tagged juvenile salmon into the Sacramento River at Old Sacramento. Scientists will track their migration through the Sacramento-San Joaquin Delta over the next three months using unmanned, robotic boats and electronic gear. The data will be used to develop management tools capable of estimating how current operations and potential new projects may impact out-migrating juvenile salmon. (11/12/2008)

DWR Expedites Funding for Drought Assistance Grants
In response to the Governor's request to quickly address California's drought, DWR has expedited funding for 53 drought assistance grants through its Urban Drought Water Use Efficiency (WUE) Grant Program. Funding is now available to awarded agencies, which will be used for rebate programs, public education and outreach, leak detection, and retrofit of systems for greater water efficiency. (11/06/2008)

The Department of Water Resources (DWR) has scheduled a series of mid-November workshops on the Propositions 84 and 1E funded Integrated Regional Water Management (IRWM) Program. DWR Releases Initial State Water Project Allocation
The Department of Water Resources (DWR) today announced an initial allocation of 15 percent for water delivery to the State Water Project (SWP) contractors in 2009. The allocation is the second lowest in the history of the SWP. It reflects the low carryover storage levels in the state’s major reservoirs, ongoing drought conditions and court ordered restrictions on water deliveries from the Delta. (10/30/2008)

DWR Releases Climate Change White Paper
The Department of Water Resources Climate Change White Paper has been released. The report, “Managing an Uncertain Future; Climate Change Adaptation Strategies for California's Water,” focuses on the need for California's water managers to adapt to impacts of climate change, some of which are already affecting our water supplies. Disturbing trends in the latter 20th Century including earlier snowmelt, an increase in peak flood flows coupled with predictions of longer droughts, and a rise in the sea level call for immediate and strategic action. The report proposes 10 adaptation strategies in four categories. (10/29/2008)

Oct. 28 Riverside Workshop on Water Conditions Moves to Ontario
The Department of Water Resources (DWR) workshop on water supply conditions and outlook that was originally located in Riverside has moved to Ontario. Due to an enthusiastic response from the water community, the Oct. 28 workshop must be relocated to a larger space at the Doubletree Hotel Ontario Airport. The workshop will still begin at 10 a.m. and end at approximately 2 p.m. (10/23/2008)

Workshops on Urban Drought Planning and Water Supply Outlook
The Department of Water Resources will host two workshops in October entitled "2008 Urban Drought Workshops: Preparing for Action" focusing on updating Urban Drought management plans. The Oct. 22 workshop is located in Contra Costa, and the Oct. 29 workshop will be webcast live from Sacramento. Additionally, on Oct. 28 in Ontario, DWR will present a scientific workshop on current water conditions and water supply outlook. Please note the new location for the Oct. 28 workshop. (10/21/2008)

DWR Announces New Appointment and Reorganization of Flood Programs
With Governor Schwarzenegger’s recent signing of Senate Bill 2X1, and ongoing funding of Propositions 1E and 84, the Department of Water Resources has an unprecedented opportunity to invest in water management and flood protection improvements. To further integrate existing programs and new investments, Mark Cowin has been appointed to the new position of Deputy Director for Integrated Water Management. He is responsible for executive oversight of the Division of Planning and Local Assistance, Office of Water Use Efficiency and Transfers, the FloodSAFE Program, Division of Flood Management and the Division of Safety of Dams. In this position, Mark Cowin will continue developing the program delivery system for FloodSAFE that includes streamlined business processes, project management tools and a matrix-managed organizational structure. He will also further advance the integration of activities across the Department’s divisions and offices. (10/14/2008)

Climate Change Summit
A 1-1/2 day summit, Climate Change: Managing Risk & Uncertainty, set for Nov. 13-14 at the Long Beach Hilton, will bring together top experts from local water agencies, cities, state government, and those in the water community connected with state and federal water systems, to discuss the effects of climate change and adaptation on California's water management. Volunteers Sought for Rain Gauge Program
State Climatologist Michael Anderson, an employee of the Department of Water Resources, is encouraging California residents to participate in a volunteer program to measure precipitation. Rainfall captured in backyard rain gauges will be logged on an internet-based weather network developed in Fort Collins, Colorado by CoCoRaHS, the Community Collaborative Rain, Hail, and Snow Network. DWR to hold webinars explaining Drought Water Bank process for buyers and sellers
DWR will host two hour-long interactive webinars on Wednesday, Sept. 17 to explain the 2009 Drought Water Bank process for willing sellers and buyers. The first of these interactive online workshops, from 9 a.m. to 10 a.m., will focus on the process for willing sellers. The second webinar, from 11 a.m. to Noon, will focus on the process for buyers. Participants will view a live streaming presentation and have the opportunity to ask questions. The webinars will be available to download after they air. DWR Awards $17 Million in Prop 50
The California Department of Water Resources (DWR) has awarded $17 million in Proposition 50 grants statewide to fund water saving programs that address California’s current drought. The funds will be used for water conservation activities including rebate programs, public education and outreach, leak detection, and retrofit of systems for greater water efficiency. Of the $17 million, $4.5 million will go toward programs and projects in disadvantaged communities. (08/27/2008)

IRS Audit Of DWR Revenue Bonds Closed
The Department of Water Resources (DWR) has received a favorable ruling from the Internal Revenue Service (IRS) following an audit of two series of bonds.DWR was not required to make any payment to the IRS in connection with the closure of the audit, nor was it required to redeem any bonds. The Department of Water Resources has released the Draft Environmental Impact Report (EIR) for the State Water Project (SWP) East Branch Extension - Phase II. The Public Policy Institute of California today released its report identifying a peripheral canal as the most viable solution to Sacramento-San Joaquin Delta woes. It states the canal is the least expensive option and most promising strategy to maintain water supply and improve the Delta ecosystem. Department of Water Resources Director Lester A. DWR to Use GPS Technology To Measure Land Elevations
The Department of Water Resources (DWR), together with 20 federal, state and local agencies, has installed and surveyed a land elevation measurement network in the Sacramento Valley. Survey data will be used by DWR and other agencies for multiple purposes including monitoring for land subsidence induced by groundwater pumping, floodplain mapping, and public works projects. More water is flowing to drought-stricken Central Valley farms as a result of new Department of Water Resources (DWR) water transfer agreements. The agreements come after Gov. Schwarzenegger’s State of Emergency proclamation on June 12 for nine counties affected by severe water shortages and his statewide drought proclamation on June 4. C.A.S.T. for Kids events give disabled and disadvantaged young people a day of outdoor adventure. Children learn to fish, win prizes and enjoy other activities and special entertainment provided by state agencies, the C.A.S.T. Foundation and community volunteers. DWR's Fish Passage Improvement Program has submitted the proposed Sutter Bypass East Borrow Canal Water Control Structures Project Mitigated Negative Declaration and Initial Study (MND/IS) to the State Clearinghouse for public review. Delta Town Hall Meetings
Through a continuing series of Town Hall-style meetings hosted by the Resources Agency major projects and programs in the Delta will be discussed. Some of the major programs ongoing in the Delta include Delta Vision, the Bay-Delta Conservation Plan and EIR/S, FloodSafe California, Delta emergency response planning, Delta Risk Management and various habitat restoration efforts. The Department of Water Resources (DWR) has released its Revised Draft Proposal Solicitation Package (PSP) for the 2008 Water Use Efficiency Grant Program. DWR will conduct four public workshops to present information on the 2008 revisions, the application process through the Financial Assistance Application Submittal Tool (FAAST), eligibility requirements related to Urban Water Management Planning and AB 1420, and to obtain public comments and input. DWR Sets Final Snow Survey of 2008 Season
SACRAMENTO--The fifth and final snow survey of the 2008 winter season by the California Department of Water Resources will take place at 11 a.m. Thursday, May 1, 2008, at Phillips Station, Highway 50 and Sierra at Tahoe Road (about 90 miles east of Sacramento) near Lake Tahoe. Monthly measurements are made from January to May to help forecast the amount of spring runoff into reservoirs. On April 15, electronic sensors indicated that water content in the snow pack was 82 percent of normal for the date. (04/15/2008)

DWR Sets Public Workshops for Proposition 84 Grants
SACRAMENTO -- The Department of Water Resources has scheduled two informational workshops to address comments and questions about draft guidelines for the Proposition 84 Delta, San Joaquin River and Sacramento River grant program. Proposition 84 is the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006. Under Prop 84, the DWR Bay-Delta Office will administer $130 million in grant funding to improve Sacramento-San Joaquin Delta water quality in accordance with Public Resources Code Section 75029. DWR’s Pyramid Lake Reopens Saturday
SACRAMENTO -- The Department of Water Resources (DWR) will reopen Pyramid Lake to public recreation use on Saturday, April 5, 2008, following a 45 day shutdown for sediment removal. After drawing down the lake about 23 feet, DWR civil maintenance crews removed 32,000 cubic yards of sediment that had accumulated around the United States Forest Service (USFS) boat dock over a period of 43 years. DWR to Fund Rice Farm Project Aimed at Stopping Delta Subsidence
SACRAMENTO - The Department of Water Resources (DWR) today announced plans to fund a rice cultivation project that could stop, or even reverse, sinking land in the Delta. Studies show that rice farming has the potential to stop, and possibly reverse the sinking of land (subsidence) as well as to store carbon as organic matter. DWR Geotechnical Levee Evaluations Under Way in Sacramento’s Pocket Neighborhood
The Department of Water Resources (DWR) is currently conducting geotechnical evaluations of levees in Sacramento’s Pocket-Greenhaven neighborhood. Drillings to collect core soil samples and cone penetration tests (CPT) will be performed over the next three weeks along the east side levees of the Sacramento River from Freeport, south of the Pocket area, to Discovery Park, north of downtown Sacramento. DWR Releases Draft Proposal Solicitation Package for 2008 Water Use Efficiency Grants
The California Department of Water Resources (DWR) has released its Draft Proposal Solicitation Package (PSP) for the 2008 Water Use Efficiency Program. This grant program implements Chapter 7(g) of Proposition 50, the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002. Governor Breaks Ground for Improved Flood Protection
Governor Schwarzenegger, Secretary of the Interior Dirk Kempthorne and Department of Water Resources Director Lester Snow participated in a ceremonial groundbreaking of the Folsom Dam Joint Federal project, which will double flood protection for the Sacramento region. DWR Releases Independent Report
A California Challenge – Flooding in the Central Valley, is an independent report written by a panel of national flood experts assembled at DWR’s request. Though the report validates the flood management funding already provided by Governor Schwarzenegger and corrective actions taken by DWR, it finds that the current flood control system needs further improvement. DWR and the Upper Yuba River Studies Program Release Salmon and Steelhead Habitat Assessment Report
Following a Public Information Act request, DWR and the Upper Yuba River Studies Program collaborative effort, supported by the Calfed Ecosystem Restoration Program, released the Upper Yuba River Watershed Chinook Salmon and Steelhead Habitat Assessment Report, November 2007. This document presents the results of data collection, field studies, and modeling conducted by the study team to characterize current habitat conditions in the upper Yuba River watershed and assess whether the available habitat upstream of Englebright Dam is capable of supporting Chinook salmon and steelhead. Snow-water content is important in determing to years' water supply.
