| DWR Announces First Snow Survey Results of 2010-2011 Season: Storms Brighten Water Supply Outlook On the heels of early season storms, manual and electronic readings today indicate that water content in California’s mountain snowpack is 198 percent of normal for the date. “This boosts our hopes that we will have an adequate water supply for our cities and farms as we continue to shake off effects of the 2007-2009 drought,” said DWR Director Mark Cowin. | DWR Announces New Pyramid Lake Recreation Area Manager The Department of Water Resources (DWR) announces that beginning January 1, 2011 the Pyramid Lake Recreation Area will be operated by Parks Management Company under contract to DWR. To allow for a smoother transfer from the United States Forest Service concessionaire and reduce future disruption of services, the recreation area will be closed on December 31, 2010 and January 1, 2011, reopening on January 2, 2011. | Public Workshop for Interim Levee Design Criteria Version 4 Scheduled for Jan. 6 DWR will hold a public workshop from 9 a.m. to 12:30 p.m. Jan. 6 to discuss Version 4 of the Interim Levee Design Criteria for Urban and Urbanizing Areas in the Sacramento-San Joaquin Valley (ILDC). DWR released ILDC Version 4 on Dec. 20, 2010. Version 4 contains numerous refinements and additional topics that were not included in May 15, 2009, release of Version 3. The recently released version provides levee and floodwall design criteria to help local communities achieve protection from a flood event that has a 1-in-200 chance of occurring in any given year. Legislation passed in 2007 requires urban and urbanizing areas in the Sacramento and San Joaquin Valleys (excluding Tulare Lake Basin) to achieve, or make adequate progress toward achieving, 200-year flood protection by approximately 2015 to continue to approve development in the 200-year floodplain. | DWR Activates Online Submittal System For Groundwater Elevation Monitoring Program The Department of Water Resources (DWR) has activated the California Statewide Groundwater Elevation Monitoring (CASGEM) program online submittal system for agencies to notify DWR of their intent to become a monitoring entity. | State Water Project Allocation Increased The Department of Water Resources today increased its projected deliveries of State Water Project water in 2011 to 50 percent of contractors’ requests. “This is very good news after the 2007-2009 drought from which we’re still recovering,” said DWR Director Mark Cowin. “We don’t want to be overly optimistic with most of the winter ahead of us, but recent storms have given us the best early season water supply outlook in five years.” (12/17/2010) |
| Natural Resources Agency Releases BDCP Summary Document State and federal agencies today reiterated their support for the Bay Delta Conservation Plan (BDCP) process to restore the Delta ecosystem and deliver California’s water. California Secretary for Natural Resources Lester A. Snow announced release of a BDCP summary document during a call with reporters where he was joined by U.S. Interior Secretary Ken Salazar and White House Council on Environmental Quality Chair Nancy Sutley. Six federal agencies today released a document in support of the BDCP process by calling for Delta restoration and construction of a new water conveyance system. (12/16/2010) |
| Final CALFED Surface Storage Investigations Progress Report Released The Progress Report provides information on how active surface storage investigations are evaluating alternatives to address regional and statewide challenges related to water supply reliability, declining ecosystems, water quality, flood protection, hydropower generation, and recreation opportunities. Further, the report discusses uncertainties related to climate change and water management in the Sacramento-San Joaquin Delta. The Progress Report is available online. | DWR Releases Draft Recommendations for First Round of Integrated Regional Water Planning Grants The Department of Water Resources announces the release of the Draft Funding Recommendations for the first round of Planning Grants from the Integrated Regional Water Management Grant Program. | New Central Valley Flood Protection Plan Reports and Updates are Now Available DWR has recently released three new or final draft documents produced to document or complement efforts to develop the 2012 Central Valley Flood Protection Plan (CVFPP). The Management Actions Report and its two appendices describes a wide range of individual management actions that contribute to CVFPP goals and address identified problems and opportunities related to flood management in the lands receiving protection from the facilities of the State Plan of Flood Control. Interim Progress Summary No. 2 is a high-level summary of the CVFPP development process, summary of the results of Phase 2 planning efforts, and a look ahead to upcoming plan development activities. The State Plan of Flood Control Descriptive Document provides an inventory and description of the flood control facilities, lands, programs, plans, conditions, and mode of operations and maintenance for the State-federal flood protection system in the Sacramento River and San Joaquin River watersheds. | Final California Drought Contingency Plan (DCP) released The California Drought Contingency Plan (DCP) represents the first State drought plan and was developed following the Governor's executive orders and drought proclamations in 2008 and 2009. It is a planning and implementation document which may be used to assist agencies in preparing for, responding to, and recovering from drought. The DCP has been prepared in conjunction with the California Water Plan (CWP) and will be updated every five years. (11/23/2010) |

| DWR to Release Draft Guidelines Concerning Groundwater Elevation Monitoring Program The Department of Water Resources (DWR) is releasing draft documents for implementation of the California Statewide Groundwater Elevation Monitoring (CASGEM) program. Enacted in 2009 with the passage of Senate Bill X7 6, CASGEM establishes a basis for collaboration between local monitoring parties and DWR to collect groundwater elevation information statewide and make that information available to the public. | DWR Releases Handbook for Communities Implementing Flood Legislation The Department of Water Resources (DWR) has released a guidance document entitled "Implementing California Flood Legislation into Local Land Use Planning: A Handbook for Local Communities" (Handbook). The Handbook describes the new legislative requirements that affect city and county responsibilities related to flood risk management and local land use planning. | DWR and DFG Sign Fish Restoration Program Agreement The California Departments of Water Resources (DWR) and Fish and Game (DFG) will develop a “Fish Restoration Program” in the Sacramento-San Joaquin Delta and Suisun Marsh. The program goal will be to mitigate State Water Project (SWP) impacts on sensitive fish species in the Delta, a milestone for the west coast’s most vital and diverse estuary and California’s critical water-supply hub. | Regional Work Groups to Meet a Third Time from Nov. 9 through 17 The Upper Sacramento, Lower Sacramento, Delta, Lower San Joaquin, and Upper San Joaquin Regional Management Actions Work Groups will meet between November 9 and 17 for the third and final time during Phase 2 of the Central Valley Flood Protection Plan (CVFPP) development process. | State Promotes Flood Risk Awareness Aimed at Keeping People Safe and Reducing Property Damage To promote flood risk awareness, keep people safe and reduce potential property damage from flooding, Central Valley property owners will soon receive flood risk information guides. The pamphlets are being distributed by California's Department of Water Resources (DWR) Flood Risk Notification Program, as part of the FloodSAFE California Initiative, to encourage individual awareness and action to help reduce flood risk. | Phase 2 Regional Management Actions Work Groups to hold second meeting The second of three planned meetings for members of Central Valley Flood Protection Plan (CVFPP) Regional Management Actions Work Groups have been scheduled for the week of September 20. At this meeting, work group members will focus on addressing applicability of management actions to each region, including information received from 15 Phase 2 Management Actions Workshops that concluded in early September. Input received from members serve as building blocks for development of regional solution sets to be considered in the third phase of planning of the 2012 CVFPP. | DWR Announces ‘Catch a Special Thrill’ for Kids Event at Lake Oroville The Department of Water Resources (DWR), in partnership with the Department of Parks and Recreation (DPR), the Department of Boating and Waterways (DBW), the Department of Fish and Game (DFG), CAL FIRE and the C.A.S.T. for Kids Foundation will sponsor a “Catch a Special Thrill” for Kids event on Saturday, September 11, at the Spillway launch ramp at Lake Oroville. C.A.S.T. for Kids events give disabled and disadvantaged young people a day of outdoor adventure. The children receive their own fishing rod, reel and tackle box before enjoying fishing on the lake with top anglers. Boating education, boating safety, ethics of fishing and natural resources will also be highlighted in the activities with a special guest appearance by “Rascal” the mascot of the Golden Baseball League’s Chico Outlaws. | Community Application, Integration Workshops Scheduled for August and September The second and final series of management actions workshops to contribute to Phase 2 development of the 2012 Central Valley Flood Protection Plan will begin August 24. Hosted by the California Department of Water Resources’ Central Valley Flood Planning Office, the Round 2 Management Actions Workshops follow the completion of 11 category-based workshops held in July. Round 2 sessions include one integration-based workshop and three community application-based workshops. Seating is limited and participants are asked to RSVP in advance. Because of the highly interactive nature of these workshops, a webinar function will not be available. All meetings will be held in Sacramento. | DWR seeks Advisory members for the California Water Plan Update 2013 The Advisory Committee for Water Plan Update 2013 is being formed to develop and refine policy recommendations and other strategic elements for Update 2013. In support of the Advisory Committee and the overall Update 2013 process, there is a proposal to establish interest-based and regional-based forums. | Phase 2 Management Action Workshops to Start July 19 The California Department of Water Resources’ (DWR) Central Valley Flood Planning Office will host a series of category-based management actions workshops in July as part of Phase 2 planning and engagement activities for the 2012 Central Valley Flood Protection Plan. This round of 11 workshops will be followed in August with a series of application-based workshops. The first round workshops cover a wide range of topics from Policy and Regulation to Disaster Preparedness. Each meeting will be four hours in length. Participants can attend in-person or by webinar. They will be held at the Center for Collaborative Policy, 815 S Street, Sacramento. Seating is limited and participants are encouraged to RSVP in advance. The focus of the group will be to assist with the development of an evaluation framework to incorporate climate change planning considerations into the CVFPP from an event-based hydrologic aspect. Phase 2 focuses on the development and review of management actions for inclusion in subsequent regional solution sets. | DWR lead participant in Green Fair at west steps of Capitol DWR is joining forces with the State Agency Green Employee (SAGE) committee by participating in the first-ever California Green Fair On June 16, 2010 from 11 a.m. to 2 p.m. This free event offers tips on going green, recycling demonstrations, contests, musical entertainment, and a kids station. | June 3 Valleywide Forum in West Sacramento to be Webcast Live The Department of Water Resources (DWR) invites you to the upcoming Central Valley Flood Management Planning Program Valleywide Forum to be held on June 3 from 1:30 to 5:30 p.m. at the Bridgeway Lakes Boathouse in West Sacramento. The purpose of the public forum is to engender a shared understanding of State-led flood improvement projects; provide an update on the status and direction of efforts to produce the 2012 Central Valley Flood Protection Plan (CVFPP); and highlight regional perspectives on flood management in the Sacramento and San Joaquin valleys. Forum attendees will hear from a group of panel experts about their experiences thus far working with DWR to develop content for the 2012 CVFPP. | First Update Released on Progress to Develop 2012 CVFPP The Department of Water Resources (DWR) is pleased to announce the release of the Central Valley Flood Protection Plan (CVFPP) Interim Progress Summary No. 1 (IPS1). This document provides a brief, high-level summary of progress-to-date to develop the 2012 CVFPP, and highlights interim findings on regional flood management concerns and next steps in the planning and partner engagement process towards plan completion. It also serves as a companion document to the Regional Conditions Report – A Working Document (RCR), a work-in-progress document that serves as a technical reference for plan development. | Draft Report Released for Public Review Inventories State-Federal Flood Protection Facilities DWR is pleased to announce the release for public review and comment the draft State Plan of Flood Control Descriptive Document, a key deliverable of the FloodSAFE California Initiative to the legislature and a major step towards completion of the 2012 Central Valley Flood Protection Plan. The draft report is a comprehensive description of the State-federal flood protection system in the Sacramento and San Joaquin valleys that the State operates and oversees in cooperation with the federal government.
