Water Conservation Act 10608.20(i)(1)

Status:  COMPLETED. Office of Administrative Law (OAL) has approved DWR’s regulation regarding the local water purveyors' deduction of Industrial Process Water from their gross water calculation.  DWR permanent was approved by OAL on July 8, 2011. Status:  ONGOING. The department has reviewed the 2010 urban water management plans and reported to the Legislature on June 11, 2012. The report is posted at http://www.water.ca.gov/urbanwatermanagement/docs/Report%20to%20Leg%20on2010%20UWMPs-6-25-2012.pdf.

DWR will review the 2015 urban water management plans and report to the Legislature by December 31, 2016 on the status of the plans and on progress towards achieving a 20 percent reduction in urban water use by 2020.  As of January 2013, 397 plans have been submitted to DWR.

The “Guidebook to Assist Urban Water Suppliers to Prepare a 2010 Urban Water Management Plan” has been completed and is posted at http://www.water.ca.gov/urbanwatermanagement/docs/2010FinalUWMPGuidebook_linked.pdf.  A new DWR on-line submittal tool (DOST) for UWMPs has been made available for urban suppliers. UWMP data can be entered in DOST by agencies or DWR staff in a database only accessible by DWR.

AGRICULTURAL PROJECTS
A1 Quantification of Ag Water Use Efficiency DWR - in consultation with the AWMC, stakeholders, and academics - shall develop and report to the Legislature on a proposed methodology for quantifying the efficiency of agricultural water use. The report is to include an implementation plan, estimated implementation costs, and types of data to support the methodology. A2 Agricultural Water Measurement Regulations DWR will adopt a regulation providing a range of options for water measurements that agricultural water suppliers may use to measure volume of water delivered to customers with sufficient accuracy to comply with farm-gate delivery measurement requirement (531.10) and to implement pricing structure. Status:  INITIATE IN 2013. DWR is beginning to identify and form the appropriate stakeholder groups to initiate this process.
A4 Ag EWMP Report to Legislature DWR shall submit a report to the Legislature on agricultural EWMPs that have been and are planned to be implemented and an assessment of the manner in which the implementation of EWMP has affected and will affect ag operations and estimate of water use efficiency improvements. BOTH - AGRICULTURE AND URBAN PROJECTS
B1 Standardized Water Use Reporting DWR, in consultation with California Bay Delta Authority, California Department of Health, California Public Utilities Commission, and SWRCB, shall develop a single standardized water use reporting form to meet the water use information needs of each agency. The form will be used by urban water suppliers to report on their progress in meeting their targets (10608.40) on individual or regional basis at a minimum and by agricultural water suppliers to report compliance with implementation of EWMPs.
