  • What is BMS/GRanTS?

      Welcome to the Department of Water Resources (DWR) Bond Management System (BMS)/Grants Review and Tracking System.

      BMS/GRanTS is a web-based tool that can be used to:

          • Apply for Bond funded grants and loans

          • Manage Bond funded contracts and track projects

          • Submit electronic contract deliverables and invoices

      NOTE: BMS will be changing its name to GRanTS in 2013.

  • BMS/GRanTS Vision

      BMS/GRanTS can help:

          • Provide a consistent, repeatable, and defendable process for managing Propositions 1E and 84 funds

          • Meet mandatory reporting and bond accountability requirements as set forth in the Governor's Executive Order (S-02-07)

          • Manage prior year and future bonds

          • Provide potential financial assistance clients the ability to submit proposals online

          • Provide for the grantee the ability to submit draft invoices via BMS/GRanTS for review

          • Provide DWR users with the ability to create online program solicitation packages, review applications for grants and analyze award options; manage projects, contracts, and track invoices; and produce reports

      We recommend you start by reading the Quick Start Guide.

      When you first log-in, public users must establish a user name and password for future use. If you forget your password, you can click on "Forgot Password" and answer the secret questions that you set up during your first log-in.
