    Compliance with Water Code Requirements
    These sections of the Water Code limit an agency’s ability to receive State grants and loans if not in compliance with water conservation laws.
    SB X7-7 - Compliance Requirements
    • On and after July 1, 2016, an urban retail water supplier is not eligible for a State water grant or loan unless the supplier complies with the law.
    • On and after July 1, 2013, an agricultural water supplier is not eligible for a water grant or loan awarded or administered by the state unless the supplier complies with the law. This section of the law is in addition to requirements contained in AB 1420 and AB 2572.
    • On or before December 31, 2012, an agricultural water supplier must prepare and adopt an Agricultural Water Management Plan.
    • On or before July 31, 2012, agricultural water suppliers must measure the volume
    • of water delivered to customers. The Department of Water Resources adopted regulations that provide for a range of options that agricultural water suppliers may use to comply with the measurement requirement and then adopt a pricing structure for water customers based at least in part on quantity delivered and implement additional efficient management practices.
    AB 2572 Water Meter Compliance Requirements
    Water Code Sections 525-529.7 limit the ability of water purveyors, both agricultural and urban, from receiving State grant and loan funds if metering requirements are not met. These laws apply to State Water Project contractors, Central Valley Project contractors, local, community, and private water suppliers. These sections of law are in addition to requirements contained in AB 1420 and SB X7 7.

    AB1404 Aggregated Farm-Gate Delivery Data
    An applicant who is an agricultural water supplier must comply with CWC §531.10.

    Surface Water Diversion Reporting Compliance
    Beginning January 1, 2012, a diverter of surface water is not eligible for a water grant or loan awarded or administered by the State unless it complies with surface water diversion reporting requirements outlined in Part 5.1 (commencing with §5100) of Division 2 of the CWC (http://www.leginfo.ca.gov/cgi-bin/displaycode?section=wat&group=05001-06000&file=5100-5107).

    Farm-gate Delivery Measurement Requirements
    Applicable agricultural water suppliers may use or implement the options to  measure the volume of water delivered to customers with sufficient accuracy to comply with farm-gate delivery measurement requirements.

    CWC §10920 et seq. Groundwater Monitoring Requirement
    Establishes a groundwater monitoring program designed to monitor and report groundwater elevations in all or part of a basin or subbasin. Information on the requirements of the California Statewide Groundwater Elevation Monitoring (CASGEM) Program can be found here: http://www.water.ca.gov/groundwater/casgem/. The CASGEM requirement also limits counties and various entities (CWC §10927.(a)-(d), inclusive) ability to receive state grants or loans in the event that DWR is required to perform groundwater elevation monitoring functions pursuant to CWC §10933.5.
