Assembly Bill AB 1420 (2007) directed DWR to form an Independent Technical Panel to provide information and recommendations to DWR and the Legislature on new demand management measures, technologies and approaches to water use efficiency. The ITP will meet on May 21, 2013 in Sacramento. Assembly Bill AB 1420 (2007) (CWC §10631.7) directed the Department of Water Resources (DWR) to form an Independent Technical Panel (ITP) to provide information and recommendations to DWR and the Legislature on new demand management measures, technologies and approaches to water use efficiency. DWR plans to convene the ITP in 2013 with the goal of submitting the ITP recommendations to the Legislature by the end of 2014.
The legislation specifies that the ITP should have no more than 7 panelists and with one, but no more than two representatives from each of the following: retail water suppliers, environmental organizations, the business community, wholesale water suppliers, and academia. DWR anticipates that the ITP will meet once every 6 to 8 weeks in 2013 and 2014.
DWR solicited nominations for ITP representatives in January 2013. A committee comprised of representatives from DWR and the CUWCC selected the panel members. Panel member selection was based primarily on technical knowledge of demand management measures and geographic representation.

The ITP meetings fall under the requirements of the Bagley-Keene Open Meeting Act which requires public notice of all meetings and that all ITP meetings and discussions are open to the public. DWR will make information available about the ITP process through the Water Plan eNews, the ITP website and through an email distribution list specific to the ITP. Please email Joanne Chu (Joanne.Chu@water.ca.gov) to be placed on the distribution list. All interested parties will be able to comment on this work through the ITP’s public process.
